Abstract

In the Republic of Moldova, the consolidation of the rule of law and the modernization of public administration require a constant commitment to respecting and protecting the fundamental rights of citizens. The relationship between the individual and public authorities reflects not only the quality of governance but also the level of democratization within society. This article analyzes how public administration respects, protects, and promotes fundamental rights in the context of ongoing administrative reforms and international commitments undertaken by the Republic of Moldova. Through a critical examination of the legal framework, institutional practices, and the development of national and European jurisprudence, the study highlights current challenges as well as pathways for improving the relationship between the citizen and the state.
