    The experience of reforming the public finance management system in developed countries over the past two decades has shown that the introduction of target-oriented principles of budgeting into the practice of public authorities gives a positive result, despite the fact that the concepts of constructing the program budget in each individual state have their own characteristics, which in greatly complicates their comparison. In general, the very principle of budgeting in the context of missions (areas of activity) of the government, uniting several budget programs in accordance with the goals of state policy they are aimed at, remains the same.

    The need to assess the condition of the bank at any time due to the peculiarities of the institution as a mediator, bearing liabilities to depositors. Since the banking system - is part of the national and the global economic system, it is natural that any changes in the economy, the banking system will to answer one way or another. Therefore, any method of stress testing present assessment of factors affecting the level of risk bank. The result of the stress test is to identify sustainability system under greater load than the one which allows the system to in a stable position in the normal conditions.

    Identificarea riscului sistemic în calitate de premisă a crizelor bancare [Articol]

    Recent structural changes of the global financial system have led to competing theories about whether this probability has increased or decreased. On one hand, industry consolidation, dramatic increases in capital mobility, relaxations in international lending restrictions, and changes in capital allocation rules have raised the specter that, for example, a credit crisis in emerging markets might bleed into developed credit markets via disruptions in local lending channels. Conceptually, a systemic failure in the global banking system could be defined as a failure (seizing) of the global inter-bank payment system or a loss of confidence in banks which results in a global „bankrun”. In this article, we discuss the definitions and sources of systemic risk, evaluate the regulations that bank regulators have adopted to reduce both the probability of systemic risk and the damage it causes when it does occur, and make recommendations for efficiently curtailing systemic risk in banking.

    Implicarea inteligenţei artificiale în învăţământul superior [Articol]

    In the course of this study, it is necessary to understand what artificial intelligence is, how it is used in higher education and what problems and perspectives in this direction exist in the Republic of Moldova. The topicality of the topic is related to the fact that currently there is a significant discrepancy between the interest in the use of artificial intelligence in education and its actual implementation. The authors conclude that artificial intelligence is not at all a competitor for teachers, neither in teaching nor in assessing students' knowledge. Artificial intelligence is an auxiliary but valuable tool that can perform and improve a large number of different operations carried out in a university, helps to organize an effective educational process and build the necessary communication. The effective use of artificial intelligence technologies in higher education will allow the selection of the most optimal learning strategy, adapted to the individual skills and needs of students and the needs of the labor market.

    În indicaţiile metodice privind elaborarea şi susţinerea publică a tezei de licenţă sunt expuse scopurile de bază de realizare a tezei de licenţă, ordinea de selectare şi aprobare a temei, metodologia de selectare şi utilizare a literaturii la tema selectată, metodele de elaborare a planului. Este reflectată ordinea de scriere a tezei de licență, formatarea textului şi a materialului ilustrativ, obţinerea avizului conducătorului ştiinţific, de asemenea fiind caracterizate şi etapele de susţinere a tezei de licență. Indicaţiile metodice de realizare şi susţinere publică a tezei de licenţă sunt adresate studenţilor de la specialitatea 0412.1 – „Finanţe şi Bănci” (învăţământ cu frecvenţă şi cu frecvenţă redusă).

    The issue of the commercial bank‘s business model is one vast, given the complexity of banking activity alike actual financial and economic context, defined for commercial banks in Moldova among other factors of influence and the recent global financial crisis, during an European integration banking process. From this perspective complex systems sometimes seem too chaotic to be able to recognize in them a pattern being even difficult to build valid universal templates, but possibly to determine specific influence factors on systems and to determine the influence of these factors on system. Management's opinion of a bank determines the application of a specific banking business model; the vision is influenced in turn by risk appetite and management of commercial bank.

Considering the profound transformations that have suffered financial systems under the action of strong trends of technological innovation, liberalization and globalization that have occurred in recent decades, achieving financial stability is one of the new challenges that they face modern economies. Ensuring financial stability is a natural concern and lately a priority for central banks, which are at the forefront of national financial systems.

Knowing and recognizing the possible directions of development of the banking sector is extremely important for the conscious actions of citizens aimed at satisfying their economic needs through the services provided by commercial banks. In the Republic of Moldova, every third citizen was or is the subject of bank credit relations, while every second in one way or another uses the services of the banking sector. Thus, the purpose of the research consists in the analysis of banking law reports within the domestic banking law.

    Rolul asistenţilor vocali bazaţi pe inteligenţa artificială în dezvoltarea marketingului digital [Articol]

    A significant breakthrough in the practical applications of artificial intelligence occurred in the mid-1970s, when the idea of modeling the concrete knowledge of specialists–experts–replaced the search for a universal algorithm of human thinking. This shift led to the development of tools and software systems where knowledge became the essential component. People have enhanced the power of computer systems in terms of their various fields of activity, increasing speed and reducing size over time. This study aims to highlight the role of voice assistants and to identify future trends and opportunities arising from the progress of AI in digital marketing. Emerging technologies such as natural language processing, image recognition, chatbots, and voice assistants have immense potential. By analyzing their impact, we can anticipate how they will reshape marketing strategies and customer engagement. Furthermore, this research will examine how voice assistants and AI can influence marketing and underscore the need for professionals to adapt and improve their skills to keep up with changes in the field.

The global financial crisis of 2008 had a significant impact on the whole world, caused stagnation and a crisis in the banking and credit system and led to a lack of affordable bank financing for innovation.
