    In this article I will address two fundamental principles that underpin the branch of social protection law: the principle of equality and uniqueness. Both are important for the work of institutions in the social protection system, and I have analysed each of them in turn and drawn conclusions towards the end. The system of social protection being a complex and variable one, it has some principles on which it is always based, these being that of equality and uniqueness, whereby the state provides various forms of social protection equally to all citizens and uniquely.

    In this article we have analysed the procedural position of public authorities in civil proceedings. Moreover, we have been described the forms of participation in the civil process and examples when these authorities can bring an action in court and file conclusions on the case, in accordance with the law. Also, we have presented the positions of different authors based on this subject.

    The civil servant is legal liability for misconduct. Penalties for misconduct shall be imposed in accordance with the law, depending on the nature of the acts committed by the civil servant. These forms of legal liability are designed to prevent further misconduct by civil servant and to discipline them. In this article we come to analyze the forms of legal liability of civil servants, from the perspective of legislation, authors and other normative acts.
