    The current legal reality indicates an increased tendency of the public administration in the adoption of individual and normative administrative acts, necessary for the good activity of the public power. This trend is determined by the expansion of public administration, through the growth and diversification of public services, which implies knowledge and compliance with all procedures and regulations regarding the issuance of normative acts in order to satisfy the general interest of society and under the law.

    The need to ensure the implementation of political and economic transformations within a limited time frame requires the perfection of management personnel, the training of a professional apparatus at all levels, the creation of an efficient system of training and improvement of personnel for public administration bodies.Therefore, we note that the civil servant within an authority modern public services represent more than a simple component of the administrative decision-making process, this being approached, in public management, as a "human resource". This article presents the profile of the public clerk in the urban environment.

    The democratic transformations initiated in the last decade of the last century, which marked the transition of our society from a totalitarian political regime to one based on law and democratic values, inevitably imposed a new reaffirmation of the principle of legality in the life of society and the activity of the state. Undeniably, the principle in question was a central one for the functioning of power in the former Soviet regime, however, with its ruin and the initiation of the building of a new state, the reconceptualization of legality and its adjustment to the new democratic realities was necessary.

    The democratic evolution of the political system, the complexity of the problems that society faces today, the complex development of social-economic reforms, the increasingly active affirmation of the Republic of Moldova in its relations with other states of the world and with international bodies, the process of European integration and the changes that have place in the social consciousness as a result of these changes necessarily also assume a new vision of public administration. The 2023-2030 public administration reform strategy represents that innovative attempt to modernize public administration, the finality of which I hope will be reached.

    Statul de drept – aspiraţia supremă a regimului democratic [Articol]

    The rule of law implies the harmonization and balancing of the relations of the two components, in the sense of the rule of law, i.e. its absolute supremacy in order to preserve individual rights and freedoms. Democracy is an inalienable part of the rule of law, because the democratic system of government is based on a maximum of consensus and a minimum of coercion. Winston Churchill, regarding democracy, remarked: “No one claims that democracy is perfect or self-wise. Indeed, it has been said that democracy is the worst form of government, except for all the other forms that have been tried from time to time. Despite its imperfections, democracy remains, in the current context, the best way to conduct the public affairs of a society. At the same time, democracy represents a historical process, acquiring higher expressions according to its historical development.”
