    The rule of law implies the harmonization and balancing of the relations of the two components, in the sense of the rule of law, i.e. its absolute supremacy in order to preserve individual rights and freedoms. Democracy is an inalienable part of the rule of law, because the democratic system of government is based on a maximum of consensus and a minimum of coercion. Winston Churchill, regarding democracy, remarked: “No one claims that democracy is perfect or self-wise. Indeed, it has been said that democracy is the worst form of government, except for all the other forms that have been tried from time to time. Despite its imperfections, democracy remains, in the current context, the best way to conduct the public affairs of a society. At the same time, democracy represents a historical process, acquiring higher expressions according to its historical development.”
